Is there any relation between the almighty CBill and Battle Value?

I know for example if you put the XL engine in a Mech roughly double or triple the cost of the chassis. Obviously a Mech will be better with an XL than a Mech without one, but not 3 times as much so how does BV reflect this?.

No. Battle value has no correlation with C-Bills. Things that effect a units BV include heat capacity (how much it can sink in a turn relative to heat produced), speed, firepower and ammo for weapons, presence of actuators, presence of different equipment (ie: BAP, C3, ECM) - all of which can vary differently than C-Bill increases.

There's a crude relation in that more expensive units tend to have higher BVs, but that's not a given.
