Can anyone explain to me why VTOL's have been always classed as vehicles? I never understood that. Sure the movement system is different than aerospace, but is that really the only reason?

I think you got it yourself. To me VTOL's almost act like hovercraft, just they can fly as well meaning they can go over trees rather than get stuck in them. Their movement is more similar to armor than aerospace. They have the same sort of multi crew requirements that armor do compared to fighters as well. You could argue that the rotors are more of a specialized turret section/equipment as well.
