I just spent a few minutes playing around with some field gun infantry and I have the same behavior. I did find a bug report from five years ago for this problem ( sourceforge.net/p/mekhq/bugs/881/ ), but according to the report it had been fixed several version ago.
I tried "Show All Techs", since the skill check for loading ammo is an auto pass so it doesn't matter what tech skill is used, but as you said it doesn't show any techs at all when the field gun unit is selected. I tested a Battle Armor Tech reloading ammo in VTOLs, gun emplacements, fighters, mechs etc and only thing tried that I couldn't reload was the field guns.
I tried adding some tech skills to the soldier who had been auto designated as the maintainer for the field gun unit in the hanger. While that allowed the maintainer reload non-infantry units like the BA tech above they were not able to reload their own field guns.
Since the ability for field gun units to reload their ammunition is supposed to be based on the way crews of space vessels are able to repair and reload their own vessels I also checked the functionality of that and found it is appears to be having some issues in this version of MekHq. I added a small craft and GM edited it to have damage and need reloading. My aerotechs (and other techs if I select show all techs) are able to repair and reload the small craft, but the designated maintainer in the vessel's crew isn't showing up as a tech to work on their vessel. I tried editing the maintainer to have Tech/Vessel, which they were previously missing, but the they still don't show up as an available tech for their vessel or any other unit. I stripped a damaged component from the small craft and the Vessel Tech wasn't on the list of tech on the warehouse screen either.
At the moment something definitely isn't working with units that are supposed to maintain themselves, but I know experience with AtB campaigns with MekHq 0.46.x that this has worked for me with this version before. I will look a bit deeper and see if I can find the problem.

I thought it might have been something in the campaign settings, possibly something to do with Tech/Vessel since the field gun reloading is based on the space vessel repair and rearm, but I can't see anything obvious in the campaign settings that could be causing the problem.
I also tried loading a copy of my campaign save into development version 0.47.7 and problem reloading field guns was still occurring in that version, although I didn't try space vessels.
I did try loading an old save game from a 0.46.0 AtB campaign, where I knew the maintaining of space vessel by the crew was working, into 0.47.7. The space vessel crew could repair and rearm their vessel fine in 0.47.7, just like I remembered from 0.46.0, but once again the field guns couldn't. The checked 0.46.0 as well, and once again the vessel was fine but not the field guns.
I'm not sure what more to try in attempt to find the cause of the problem, whatever the cause it is occurring across a variety of versions and campaign settings.

garyp I can attest to the same thing. Versions 0.44.0 to 0.47.7 all seem to have this bug and I have not been able to remove it by changing any rule conditions.
I find this really strange as I could swear my own field guns were reloading in my YouTube mercenary series, "Battle Hardened." I want to say this is a rule settings issue that is messing with it, but still haven't found it.
Fortunately terrain907 we can still reload them! Just before a battle in the MegaMek side of things, right-click on the field gun, go to "Configure" and under the "Equipment" tab you can select the munitions carried and the current amount they have. Just reload the guns from there for now.
