I noticed that impact images are not matching up with scatter locations. Is this a bug or a feature?

Yes unsure why this happens but it seems to have happened in megamek over this patch, at least for me

This is apparently working as intended ( github.com/MegaMek/megamek/issues/121 ). It would be nice to have something at hex the round scatters to as well, the way it is implemented at the moment isn't very intuitive. If an explosion icon is being used it should be at the source of the explosion and a different icon used for the point of aim.

Yes, this is known, and has been this way for some time. The "explosion" image only occurs where you intended the shot to hit, and not where it actually arrives. I guess as an indicator that the "shell" you sent to hit that hex has now landed, even if it didn't hit its intended target.
