Do hovercraft and wiges take any movement penalties going over rivers? Can they go over oceans or lakes?
The "Strategic Map Legend & Rules Tab" of the spreadsheet shows that Hovercraft (but also WiGEs) can travel over lakes and oceans as if they are normal terrain. However they both still take +3 to move through rivers due to civil marine traffic, bridges, currents, rapids, and in some cases confining terrain. The river I live nearby has many non-travel areas and a lot of navigational buoys for watercraft, I used it as an example.
