For clarification I wanted to ask if the units you can select are limited to the ones already in the megamek cache or if you could also make your own variants and design and use them?

As the rules stand you can design your own variants and chassis of units (new units), however if you do they must be made in the MegaMek Lab and a file of said design emailed to the megamekempires@gmail.com address. Just note that when it comes time to fight other opponents the file will have to be made available to the other party for the battles to work, so they will know you are fielding these units prior to any battles with them. There is nothing we can do to prevent them from looking at the design prior to said battle, so less of a surprise given double blind is typically in effect.

When adjusting existing units or creating entirely new ones, do you have to stick to either Clan or Inner Sphere tech base or can you also use the mixed tech bases?

There were a number of players that had asked for either a Clan only or Inner Sphere only deployment. (Not that many in either category so far.)
The Strategic Map has been separated (thus far) into THREE main islands/continents each catering to players preferences. Currently you are on the "mixed" island given the responses to your questions for time period/goal. So where you are currently, feel free to purchase and use both Inner Sphere and Clan tech.
