Quick fix for those who detest infantry on the basis that you'll have to manually edit all those squishy PBI's who probs won't survive their first engagement.

2: Skill Randomization Tab
3: Personnel Type Recruitment Bonus
4: Set Soldier to be "-2". (Also recommend it for BA and Vehicle Gunners)
This will set the new probability for infantry generating with 4's to around 50ish percent. You can hire an entire platoon individually using the regenerate button in under a minute.
