Each "Empire" will get the following deployment structures with their starting "city." Infantry Barracks, Vehicle Base, Airport and Mech Factory.
Ports will be very rare and obviously only bordering strategic map lakes, rivers, seas and oceans. As not all starting locations border these regions obviously the Admin cannot grant one to each player from the beginning.
Spaceports will likewise be rare and usually located away from forested areas and cities. These are meant to be hidden and kept far from any player spawn points as valuable treasures to find and secure. If you take control of one consider yourself lucky.

How many urban centers do we each get at start?

Typically 5, plus a city center which holds no population.

Can an MFB also act as a deployment structure, I forget?

In short no...
There are two types of MFB's I am considering in MegaMek Empires, structures which are marked on the map Mechwarrior 4 style... Think of these as simple erected gantries, but just won't be moved for our purposes... Units that are damaged must be able to reach them under their own power, hence they won't need deploying. So if you lost an arm, took a gyro hit, need ammo or armor replacement these are likely going to be faster than traveling to a city or deployment zone for repair, that is unless you have option 2...
Then there are also vehicles such as the Wayland Mobile Field Base, Savior, Paramour, etc that can be purchased as units and driven around the map. Should you loose a leg, have the unit destroyed by engine destruction or anything that renders the unit salvageable, yet inoperable, it will have to redeploy from a deployment structure based on its type: Mech, Aerospace/Conventional, Armor, Infantry, etc. unless one of these is able to reach that downed unit within one turn worth of movement AND make it operational again within that turn. Else these field bases can make standard repairs to damaged mobile units near or at the front without having to send them back for repair at a gantry MFB or deployment zone.
Hope that clarified.

DropShips can be purchased like any other units, but they cost a lot of money. You need to save up for them big time, a costly investment you have to judge if it is worth it. Honestly they are more of an "end-game" object.
For example a standard Leopard that carries 4 mechs is 168 082 128 C-Bills
While an Overlord that carries a battalion of 36 mechs is 320 863 872 C-Bills
Also underground I haven't thought of admittedly, but again there is no building of structures anyway.
