The strategic map rules say: ~Air units may not capture or clam territory. ~Light or medium units may not capture or clam territory but can be used for scouting purposes (terrain and/or running into enemy units). ----- I just wanted to double check: if I go zooming off with some VTOL units, it will still reveal the terrain and population? I'm thinking it might be a good strategy to scout out with fast flying units before capturing territory more strategically with heavier units. Does anybody else have tips that would care to share with a newbie starting out?

Yes that is the case. Yes that's what I did, though be warned your scouts are likely to encounter bandits more often than other troops. This can severely hampen scouting over week intervals. Occulus Recon VTOL for max scouting. Use a light 'mech/ any vehicle hover with a cheap battle armor riding bitch to capture all of the territory. Focus on locating terrain features and towns you want, you can capture the little 10's and 8's after.

Thanks Oh, can I assume from your advice that it's possible to capture land in isolated pockets? Or does it have to be contiguous?

I think your your strategy of using fast flying units to scout ahead of heavier is a good one, based on my experiences with the strategy. As your units move they see the four adjacent tiles (one tile each to North, East, South, West) so your scout will essentially be revealing a strip three tiles wide as they move. If you are using multiple scouts in the same area try to keep them separated enough that they don't overlap the areas they are seeing.
The tiles around towns have higher than average populations, not as much as the town itself but still higher than normal. If their is a town just off the edge of your scouted region you can often predict its existence by population of the tiles you have seen nearby.
The recon missions that your scouts will occasionally trigger are definitely worth risking the unit to complete, since the parts and ammunition found in a single bandit parts cache will usually be worth far more than the purchase cost of the VTOL.
Your available units will depend on if you are on the clan map, 3025 map, mixed map etc, but variants of the Ferret, Sprint, Ripper and Oculus are good designs to look at to get a feel for what is available. Each has different strength and weakness, so there is likely something that suits your style and plans for your nation.
