Having a look at transport vehicles I see that some have a troop load cap, some have a cargo load cap, a few have both.
You can obviously put infantry in, but can you include wheeled/tracked vehicles, tanks or mechs? Or do they count as cargo?
Cargo can be anything not troops, vehicles or mechs?
